In my opinion, i think:

/newthread.php?fid=4 <== This is a dynamic URL and it's not good for SEO.

and these urls:

http://www.mysite.com/forums/thread/thre...http://www.mysite.com/forums/thread/thread-nam
http://www.mysite.com/forums/forum-name-145.html

the above urls are good for SEO.
