It always existed, but used to be hidden by default.
So what do you think of it? Did you used to use it when it was hidden by default?
One article I read does speculate this is due to Bing using a similar toolbar, which has been gaining some market share.

I've just tried it. Interesting. With the same keyword, but with various type of result.
I found it sometimes interesting to be able to filter to only find forums, especially if you're searching for a "best" of something, rather than getting stupid promotional pages for a product, you at least get a discussion, which may be more useful.

I believe it's displayed default for everyone now... Maybe Google took their time upgrading all their data centres or something like that.
