Url / Remote Fileupload plugin

i need url/remote file upload plugin so i can leech direct link files from various leeching sites to my forum.

My requirement is:
1. Url upload box will show in new thread, new reply, edit post.
2.Option for which usergroups can use it.
Option for specific userid can do remote upload.
3. Renaming file option while uploading file.
4.Option for file size limitation for upload.
5.Option for which types of file allowed for remote upload.
