Can I use CSS to design my groupimages instead of images?

You can try to put a CSS class in the Group Image textbox, and edit the various groupimage templates.

For example, look at your postbit_groupimage templates. Basically, the {$usergroup['image']} variable is displaying whatever value supplied in the Group Image setting (read the description of this setting).
