AJAX quick reply redirect
You probably are unaware of this, but when a redirect is issued, it doesn't actually direct you to the post you just made, it directs you to the last post of the thread (which usually is the post you've made, unless someone's managed to submit a post in-between - aka race condition).

According to Ryan Gordon:

Anyone agree with him on this?  If so, is there any particular reasoning for this whacky "intended" behavior?

I dont think it matters that much..
But it might confuse user of a very active board..

I think Ryan's "intended" means "planned in future". Not sure, but may be he is planning to fix this issue in future.

Yeah, I agree, though saying it's intended seems odd.
I mean, I don't care if he doesn't want to fix it, and doesn't want anyone else on the team fixing it (it's really easy to do anyway), but calling it "intentional" seems very odd to me.
