Installation Problem

I have just uploaded the upload directory to my test server but when I go to the plugins page of the admin panel I get the following error:

Warning [2] require(/var/www/inc/xthreads/xt_admin.php): failed to open stream: Permission denied - Line: 96 - File: inc/plugins/xthreads.php PHP 5.3.3-1ubuntu9.3 (Linux)
File Line

I have checked permissions and cannot see an obvious problem. Any ideas please?

It was that folder causing the problem. I could have sworn I checked it but obviously not. Thanks.
