If you are trying to get Portal Announcements from your forum to the portal then you need to indicate that in the MYBB settings, not in the portal file itself. If you want nicely formatted portal announcements from XThreads enabled forums then you need to make a YOURPREFIX_portal_announcement template in global templates for the template set.
